Eyes are the most important features in manga, and the feature that most people recognise and affiliate as being most noticably manga.
When manga was first being developed as an art form, the eyes were not as big or noticable as they are today, infact, they were small and more minimalist. Julian's eye tutorial: Step 1: Find a particular style of manga eye you like and change it so its personal to you! As long as you make the middle of the eye look right then you can call any shape a manga eye really... So have an experiment to see which shape you like best.

then you will see that Ichimaru Gin is usually drawn with this type of eye)
Step 2: Now draw in the eyebrows and the eyelashes and shade slightly above the eye. This just gives it an all round better look, you shoul always put eyelashes and eyebrows in or it doesn't look quite human! ( well to be honest manga isn't really supposed to look human but i'm sure you know what i mean) Your eye should look something like the one below.
Step 3: Now this is the fun part! colour your eye! Now don't be mild at this stage. The main aspect of the eye is to give off an aura of meaning! fleck your eye with different colours and make it as flambouyant as possible! You should have a fully coloured manga eye! Now remember that if you want to be able to do an eye straight off then you have to practise! Practise makes perfect as they always say!
